@sjsy - I think you need to call sa Philippine Embassy SG (+65 67373977) they do notary services.

Check with them... kasi alam ko if magpapa-notarize ka dapat sa Philippine Embassy (around $50 per document). Ganun kasi ginawa ko before nang rinequire ako ng bank from Philippines to notarize my COE.
At mas sure yun if kinuha mo sa PH Embassy (SG).
