POEA (OEC) requirements for Direct-hire Singapore

Hi. I've posted this sa Reddit pero I will also ask here since mas appropriate community sya. I am trying to understand yung requirement ng POEA about getting OEC (Overseas Employment Certificate). Na direct-hire ako as Web Developer ng isang company sa Singapore and nag submit sila ng application for my visa then waiting na ko sa IPA (In-Principal Approval) Letter. Pero just in case dumating at ma approve I just want to prepare and be informed sa process. Ang dami ko kasi nababasa pero may mga discrepancies so medyo nalilito po ako.

Sa pagkaka intindi ko, kapag may IPA kana, ready kana to go to Singapore para i-process at kunin yung mismong Visa mo and after that, to work. Ngayon dito satin, sa pagkaka-alam ko, lahat ng aalis as OFW dapat kumuha muna ng OEC sa POEA para padaanin ka ng PH Immigration.

Upon checking sa requirements ng OEC sa POEA Website, isa doon ay VISA. Question ko is, papano mo mapa-process ung OEC mo eh on the first place hindi naman VISA yung ibibigay sayo ng employer kundi IPA, as far as I know hindi yun tinatanggap ng POEA?

I am aware sa suggestion ng karamihan sa nababasa ko na ang ginagawa nila, labas ka na lang as tourist then pagdating mo sa SG pakita mo IPA mo then tuloy-tuloy kana sa processing. So nag skip ka sa processing ng OEC sa pinas. Bale lalabas kang Tourist with two-way ticket para magmukang magbabakasyon ka lang where in fact under processing kana for employment.

So seems to me na kung maka kuha ka ng job offer sa SG (Direct-hire) imposible mo ma process yung OEC mo kasi nga IPA hawak mo, so gagawin mo labas as tourist kana lang. Ito lang ba yung way? Or merong process ako na hindi alam for us to get OEC as IPA holder na hindi ka lalabas ng bansa?

Minsan kasi nababasa ko sa suggestions, "Labas ka na lang as tourist, para pag dating doon, dun mo na process IPA mo etc. Pag kumuha ka kasi OEC ma trabaho".

When they say "Pag kumuha ka kasi OEC ma trabaho" ang dating saken is possible to, hassle nga lang. Or mali sa statements nila? Kasi nga going back to OEC requirements, VISA kailangan nila which will require you to go to SG to get it. So seems to me na hindi sya hassle, but rather, impossible? Can someone enlighten me sa process na to? I am still currently in my employer here in PH, hindi pa ako nag reresign, ang usapan namin ng employer ko sa Singapore, once ma approve IPA tska ako mag resign and render. Any tips po?

Hanggat maari sana balak ko maka-alis na dumaan sa process like OEC, pero good option pa din ba until ngayon yung lalabas ka ng bansa as Tourist, though risky.

  • Maari kang dumaan sa POEA pero long process nga lang, minsan ang employer hindi nakakapaghintay.
    Pwede ka naman lumabas as *Tourist* then dito mo na iprocess ang papers mo, ang OEC also known as exit clearance/pass pag mabakasyon ka.

  • @carpejem salamat sir mukang ganun na nga lang gagawin ko hehe any tips po if lalabas ako as tourist na mag isa lang? Sabi kasi nila hirap daw pag mag isa. Also pwede po ba na soft copy lang from email ung ipakita ko na IPA sa sg immigration?
  • @bj0113 first time nyo po bang aalis ng bansa? pag solo tapos first time tapos sg, medyo pag iisipan nga ng kakaiba.. pero kung di naman, kahit solo lang kayo ok lang
  • @Playfish Second time po Sir, yung first ko po is Australia nung nagbakasyon ako nung 2017 to 2018. Kung may ganun na po ako record mas may chance po kaya di maging hassle?

    1. First of all before ka makakuha ng OEC, you have to be an OWWA member. Next, before ka makakuha ng OWWA membership, you need to become a bonafide OFW, meaning to say you must bring all the necessary requirements na need ng OWWA like SPass/EP etc. jan sa pinas.
    2. Since di ka pa nag umpisa ng work dito, for sure di mo pa ma-meet yung number 1. PERO since may IPA ka na, all you need to do is present your IPA + passport pagdating mo sa IO dito SG. Guaranteed po yan.
    3. Better to do cross-country para walang hassle ang paglabas ng pinas, unless meron kang kamag-anak dito para super risk free, then you can consider direct flight ng Pinas-SG.

  • Nakakagulo process dito sa pinas. Ang latest news daw ngaun eh sa mga first timer ofw eh need i process ang owwa at oec sa pinas
