WORK PERMIT REJECTED

I came in Singapore with my boyfriend last March 3, 2018. We tried to look for a job and luckily we are now waiting for IPA. Since our tourist visa will expire on the 30th day, we decided to exit last March 30, 2018 and stayed in Malaysia.
While waiting, my boyfriend's employer said that his work permit was rejected and not considering for re-application. And may IPA is not yet issued up to this moment. Our plan is to go back in Singapore upon issuance of my IPA.
My questions are:
1. Does the immigration can detect the rejection of his work permit that may cause him NTL (Not to Land)?
2. Where is the advisable place to enter Singapore? via JB or KL?
3. What are the possible scenarios that we may face?

2. Parehas lang immigration ang dadaanan niyo so let’s pray na maging maayos lahat
3. Lagpas na sa first 30days yung balik niyo. Parang may nabasa ako na recently lang ginawa yan. Pero hindi naging successful yung pag reentry nila KL via plane. Pero kanya kanya pa ring swerte yan.

Yes, possible. Personally may kakilala ako. Exit from Vietnam pagbalik dito na detect na meron pass application (REJECTED). Tinanong sya ng immig ano gagawin sa SG pero nakalusot. Reason nya vacation with her husband pero andun na yung hubby nya nakalusot na but they were both on SVP upon entry. Depende talaga sa swerte mo.
2) Where is the advisable place to enter Singapore? via JB or KL?
I think kahit san d mo talaga masasabi. Pero yung JB kc mas known na exitan not to mention that it's the easiest and cheapest so I guess medyo mainit mata dyan. Everytime I got to JB meron talaga ako nakikitang mga na o-office. Tama si @nurseG . Pray lang na maging maayos lahat. There are no guarantees. Risk talaga yan.
3) What are the possible scenarios that we may face?
Possible na ma office, ma follow the ticket or worst NTL, yan ang nega na side but of course sabi nga depende talaga. D lahat eh same ng experiences. Malay mo makalusot pa rin.
