    Direct hiring of OFWs temporarily suspended –Bello

    Labor Secretary Silvestre Bello III has ordered the temporary suspension of direct hiring of OFWs pending the result of the investigation on the anomalous deployment of directly hired OFWs not covered by the exemption.

    "Nag-issue ako ng order suspending the processing ng direct hire while I'm investigating the so many reports and text messages reaching my office regarding some shenanigans in that office," Bello said at a press briefing on Wednesday.

    Bello was referring to the Philippine Overseas Employment Agency (POEA), some employees of which are said to be facilitating the illegal deployment of directly hired OFWs in exchange for fees.

    Administrative Order No. 155 series of 2017, signed on Tuesday, suspends all processing and issuance of Overseas Employment Certificate (OEC) for all directly hired OFWs. The order also covers pending applications.

    Filipinos who applied, already passed their requirements, and qualified for exemptions before the ban will still be issued OECs for deployment.

    Bello said the suspension will likely be repealed after one to two weeks, or once the investigation that will start on May 1 is finished.

    "Siguro it will take me one or two weeks to investigate," he said. "After itong May 1 kasi marami kaming inaasikaso. Tututukan ko 'yan. In fact we [will] go there and investigate, and after that we will get our findings and come up with our decision."

    According to Bello, the Department of Labor and Employment has a list of POEA employees who will be under investigation.

    The temporary ban follows the reshuffling of POEA directors and employees after DOLE discovered 100s of OFWs directly hired by employers were deployed despite strict rules on direct hiring.

    Bello admitted that being directly hired by employers under these exemptions is beneficial to prospective OFWs as these options are safer and they will not need to go through recruitment agencies.

    "Favorable in the sense na well-protected ka," Bello said. "Yung nagha-hire sa 'yo mga member ng diplomatic corps, yung mga high government officials. Siyempre mahirap silang mang-abuso sa inyo."

    However, Usec. Dominador Say claimed in a statement that fixers in the POEA have been extorting around P15,000 to P17,000 to each applicant to process their documents for positions that are not covered by exemptions for direct hires.

    Section 123 of POEA rules and regulations states that "No employer shall directly hire an overseas Filipino worker for overseas employment." This rule, however, does not cover highly-skilled workers like doctors and nurses.

    Exceptions, as stated by Section 124, include members of the diplomatic corps, international organizations, heads of states and government officials with the rank of at least deputy minister, close relatives, and other employers as may be allowed by the DOLE Secretary.

    "This corruption has to stop. We want to be sure that our workers are protected when they leave the country. We should prevent them from being victims of anomalous schemes," Say said. —KBK, GMA News

  • Ah PAra sa OEC ata yan sa mga kabayan nating direct hire dito. anyways. bayaran na ang tax kahit walang OEC para walang issue. :) no choice gusto ng pinas Govt yan. wala rin tayong magawa kung di mag social media.
  • Hindi ako sure ah pero i think eto yung may mga work na tapos na Pinas pa at dadaan ng POEA para magregister bilang OWWA member and sabay kuha na rin ng OEC para maka exit sa Pinas ng maayos.
    I think you mga direct hire at may pass na, na nandito na sa SG ay wala namang problema. Kakakuha ko lang ng OEC exemption sa bmonline at wala naman problema
  • @alingnena and @Admin in my case kasi kakamember ko lang last Oct 16 ng OWWA kaso nilipat ako sa isang subsidiary nung company so Dec 16 binago yung pass ko under sa bagong company. So by right dapat magpamember ako ulit ng OWWA gamit yung bagong Pass ko di ba?

    Then yun nga din ang concern ko, balak kasi namin umuwi for a few days, applicable ba to sa mga nandito sa Singapore o sa Pinas lang?
  • applicable yan sa lahat ng OFW, tuwing lalabas ng Pinas ang isang OFW dapat yung Employer sa OWWA membership info niya ay matched sa Employer sa work visa na provided ng country.

    Tuwing kukuha ka ng OEC manually na ccross check nila yan kaya ire-require ka nila mag renew ng OWWA membership, bago ka bigyan ng OEC.

  • Question lang po, hindi po ba affected dito yung mga maghahanap pa lang ng work sa SG? Say for example ako, aalis na ko this May patungong SG tapos kunwari kung papalarin makahanap ako ng work, di po ba dadaan ako ng POEA at OWWA? Since suspended ang pagbibigay ng OEC, may chance ba na hindi na ako matuloy sa work ko sa SG? Thank you.

    Question lang po, hindi po ba affected dito yung mga maghahanap pa lang ng work sa SG? Say for example ako, aalis na ko this May patungong SG tapos kunwari kung papalarin makahanap ako ng work, di po ba dadaan ako ng POEA at OWWA? Since suspended ang pagbibigay ng OEC, may chance ba na hindi na ako matuloy sa work ko sa SG? Thank you.

    Kung andito ka at makahanap ka ng company na tatanggap sayo at iaaply ka ng work pass, wala naman siguro magiging prublema sa pagwork mo dito. Wala naman kasing kinalaman ang OWWA at POEA sa pagkuha ng work pass dito. Between employer at MOM lang yun.

    Papasok sa eksena ang OWWA/POEA after mo ng makuha ang work pass mo dito. Your discretion when to process your OWWA membership from POEA. Until makuha mo ang OWWA receipt mo, ikaw ay hindi pa dokumented na OFW. Huwag kang uuwi ng pinas kung hindi ka pa OWWA member dahil hindi ka makakabalik dito.

    Papasok lang sa eksena ang OEC kapag uuwi kanang pinas at babalik dito. Dokumentong ipapakita sa IO pag pabalik kana ng Singapore. Sa totoo lang, ito ay walang katuturan dahil meron ka namang work pass card at OWWA membership receipt na mapapakita sa knila to validate na ikaw ay legal na OFW.

    "Wala na, guguho na ata mga pangarap ko". - Hindi po. Basta makalampas ka ng IO, tuloy ang pangarap.

    Nawa'y makabigay linaw ito sa mga iyong katanungan.

  • @cheskapot ano ba hanap mong work dito? bakit naman guguho agad ang pangarap mo? marami pa nmn ibang bansa na pwede ka maghanap ng work. alam mo naba kung paano ka makakalusot sa pinas IO?
  • @cheskapot I think you read too much or listen too much! relax and be still. To what I understand your concern only exist if your papers processed in PH. I see no problem in SG, they only require OWWA membership.

    @Vincent17 Forgive my ignorance, master. Pasensya na po hindi ko kasi alam ang mga requirements sa SG. Kaya nababother ako baka maging useless yung pagpunta ko sa Singapore. Regarding kung paano malulusutan ang IO, I have my employment ID, COE, hostel bookings for 3 days. I have been to Singapore na din last 2012 with my family. Traveled alone to Vietnam, Thailand, Hong Kong and Australia as well.

  • ang problema ba talaga is yung nangungurakot ng pera from Philippines or sila di makakurakot ng pera sa mga OFW na nakaestablished na. ugh. so far sa talambuhay ko wala naman akong nafeel na benefits as a registered overseas worker under sa kanila eh.
